Managing Director

Lori Grech

Lori has over 20 years’ experience working across government to provide recruitment, classification, job design and strategic HR consultancy services. With a Bachelor of Commerce behind her and extensive experience in senior HR roles, Lori has a broad understanding of the WA Public Sector and the challenges facing senior executives.

Lori has provided HR solutions to some of the largest public sector agencies including the WA Department of Health, WA Police Force, and Department of Fire and Emergency Service. She ensures the services provided reflect contemporary, best practice and are targeted to meet specific needs of each client.

In all HR services, Lori works closely with Clients to understand the scope of work required and facilitate highly effective HR processes. She consults widely, undertakes research, and makes recommendations that have been tailored specifically to “fit the bill” for what the client is looking for.

Senior HR Consultant

Susan Kurtjak

Susan has over 30 years’ experience delivering highly efficient, cost effective and practical solutions in response to workplace matters.

Throughout her career, Susan has provided high-level employment advice and consultancy services to government. Matters of note include covering harassment, performance management decisions, misuse of resources and workplace conflicts.

A career highlight was establishing a National Australian Public Service wide Career Transition and Support Centre. It was Susan’s role in this project to minimise the potential adverse impacts of budget measures on employees. Her work in this project supported the Commonwealth Government’s commitment to retaining skills and experience within the public service.

Susan’s reports present findings that provide recommendations that are practical for agencies to implement and guaranteed to comply with relevant employment framework.

As a senior public servant and as a QL Management Consultant, Susan has managed and resolved a diverse and complex range of employment related matters including a number of highly contentious matters.

Senior HR Consultan

Michelle Neil

Michelle has over 12 years’ experience in senior leadership roles within the WA Public Sector leading operational improvement and reform. In these roles and as a QL Management Consultant, Michelle has led functional reviews and service delivery redesign for diverse business areas, such as safety management, intelligence services, corporate communications and advisory services. Activities include benchmarking, analysis of service issues, identification of current gaps, undertaking stakeholder surveys/workshops, business mapping and proposing restructure options.

With a Graduate Certificate in Executive Leadership and Management, Michelle also provides executive recruitment services at the Department of Health, North Metropolitan Health Service and WA Country Health Service. Working in State Government, Michelle has also gained considerable experience as a panel chair, recruiting her own staff and teams. Her specialist media and communications experience, supported by a Bachelor of Arts in Public Relations and Sociology, enables her to deliver high quality products.

Senior Investigations Consultant

Paul O’Connor

Paul has over 25 years’ experience as an SES officer in the Commonwealth and State Public Sector agencies. He has a Bachelor of Laws (Admitted to Supreme Courts of ACT and NSW; and to the Federal and High Courts of Australia).

Valuable experience has been gained from high level roles within the Corruption and Crime Commission (CCC), Professional Standards and Conduct division at the WA Department of Education and Authorised Officer at the Office of the Public Sector Commissioner.

At the CCC Paul was responsible for supporting the Commissioner and Investigators regarding the management, direction and conduct of corruption investigations.

Paul proudly and professionally specialises in HR investigations and disciplinary matters at QL Management Consultants.

Senior Investigations Consultant

Steve Musson

Steve has over 35 years’ experience as a HR/IR specialist in the WA Public Sector and prior to leaving government, he held a wide range of senior positions. These roles were within the Department of Fire and Emergency Services, Pilbara Development Commission and Central TAFE.

With considerable prior experience at the Public Service Commission, Steve has both managed a team of internal consultants and provided HR/IR advisory services to a wide range of public sector agencies.

Steve’s specific expertise includes the management of discipline and substandard performance, grievance resolution and investigations and providing industrial advice and representation. Steve applies practical advice to resolve complex matters. He also provides guidance and coaching to managers on how to manage and deal with disciplinary and performance issues. Steve has assisted our major clients including WA Police Force, Department of Communities and the Department of Local Government, Sport, and Cultural Industries.

Senior Investigations Consultant

Shane Wilson

SKILLS AND EXPERIENCE
Shane has over 45 years investigation experience having held senior investigation and management positions in State and Commonwealth Law Enforcement and Public Sector agencies.
He has worked in the WA Public Sector for over 18 years. During this period, he has held senior investigation and management positions with the:
Department of Health – Director of Governance and Director Corporate Services.
Fire and Emergency Services – Principal Consultant (HR)
Department of Consumer Affairs – Senior Investigations Team Leader
WA Anti-Corruption Commission – Principal Investigator
Shane has also held senior investigation positions:
Former Australian Securities Commission – Director of Enforcement Qld
Queensland Police – Detective Sergeant.
Most recently Shane’s skills have been used as an integrity consultant undertaking misconduct investigations and governance training within local government.

BREADTH OF PROJECTS
As the Director Governance with the Department of Health Shane reported to and provided advice to the Director General on issues concerning Fraud, Corruption and Misconduct.
Shane has provided consultative services to a large Middle Eastern Corporation. These services included the identification and investigation of fraud and corruption by senior employees of the company.
As an integrity consultant Shane has conducted misconduct investigations within several WA government agencies including undertaken code of conduct investigations for a number of local governments in WA.

Senior Investigations Consultant

Shayne Sherman

SKILLS AND EXPERIENCE
Shayne has been involved in Public Sector investigations for 40 years in the Commonwealth, NSW and WA Public Sectors. He has worked for 15 years in oversight agencies in NSW (ICAC) and WA (Anti-Corruption Commission and Ombudsman). Since 1998, he held investigation management positions in a number of WA Public Sector agencies until commencing consulting in 2014. He then resumed with the WA Public Sector in 2019 to establish a new investigation unit within a statutory authority.
Between 2007 and 2016 he was also employed as a sessional lecturer in Security Management at Edith Cowan University. In 2013 he was made an adjunct Senior Lecturer. He lectured in Physical Security, Security Management, Security in Government, IT Security Management and Aviation Security.
Since 2022 he has volunteered with the Australian Navy Cadets as a Lieutenant in the Professional Standards Branch to undertake a variety of investigations ranging from internal fraud to child safety related inquiries.

• Restructure and capacity building of the investigation and complaint management function within an oversight agency in WA
